With multiple information systems converging onto the enterprise network of a HC organization. How much should the CIO be involved in new construction projects or expansion projects in his or her organization?

Does your state use the Certificate of Need process for screening large healthcare purchases? Do you feel that this keeps healthcare expenditures in check? Or do you feel that it is another bureaucratic paper exercise? I used to work in Michigan where there was a CON and now I work in Minnesota. I am seeing a lot of technology purchases by smaller hospitals that are just stealing each others' business by who has the newest machine on the block. I am surprised that a state such as Minnesota would not try to keep the cost of healthcare down by monitoring this.

It seems that some organizations favor best-of-breed when it comes to information systems -- best ED system, best OB system, best ICU system, etc. Other organizations favor a single vendor (or at least VERY few vendors). There are tradeoffs with both options. Does anyone know of an organization or selection process that seems to have found the best middle ground?
