In order to develop a successful strategic plan, the leadership must be 100% on board, if the subordinates suspects that leaderships is in discord, they will be apprehensive and the strategic plan will fail.

a counter-point:strategic planning should involve ALL steakholders(not just the board)... Then "The Plan" should be communicated clearly to all ,including ALL frontline providers.
