Is it up to the the individual court / judge if they follow the local or national rule for expert testimony; or are there criteria for when each may apply? 

I'm wondering if anyone has a rule of thumb formula for how many primary care providers are needed per amount of population. I remember something about 1 pcp for every 2,000 people but don't know if this is accurate.  Would appreciate any thoughts.

The trend towards transparency in the Health Care Setting has been a challenge when dealing with hospital boards.  Many hospitals struggle with what information the board members need, to guide the organization in the future.  I now feel that ethical issues hospitals' deal with daily can help establish standards of performance which will demonstrate to the boards in an additional manner the careful planning that occurs in ethical issues being in patient care, which to all of us is the most obvious, and/or human resource, leadership, and performance improvement.
