Major renovation decisions; who has the final say?

Who has the final decision  in whether a facility continue onward with construction phases despite the CEO's insistence that the facility stop construction due to diminished fund availability.

Was the construction phase budgeted or not? If it was budgeted, did the project go over budget? I work for HCA physician services and we manage construction projects, but I can tell you that our CEO's can put a stop to it if it is an employed physician model and revenue rolls up to the hospital. Since a construction could be a part of strategic planning, board must be involved in such decisions. I don't think a board will force a CEO to go on with project when there are no funds. After all patient care is primary goal for any HCO.
