It is designed to allow individuals who change jobs to retain health insurance coverage by eliminating the use of "pre-existing" conditions - refusal to cover health problems that exist at the time of a job change. Two components of HIPAA have particular relevance to health informatiion system managers: administrative simplification provisions and privacy protection regulations. Technology is growiing a such a fast pace that it is difficult to keep up. Monetary constraints coupled with system interface challenges makes for a challenging environment. We often are behind the curve in the DoD side of the house. By the time, we go through the procurment request process, obtain the money and actually receive the equipment or system; the system is outdated. Additionally, there is always the challenge of whether it is approved for interface with our existing system. We are in a unique environment and face challenges that our civilian counterparts face.

1. Information is considered to be essential however, does not require careful management. 2. Obtain Medical Staff support for information systems planning and development. 3. Employ an Executive/Administrative focus in the information systems planning and project development process. 4. Begin with a strategic information systems plan that links information system priorities to the strategic goals and objectives of the organization.

A CMIO (Cheif Medical Informatics Officer) is a position that has evolved in regards to the need of growing interest in adopting clinical information systems and the need for physician leadership. The CMIO is usually a physician and would be responsible for leading the implementation of an EMR, and work with physician staff to review policies, procedures, process and integrate these items to the technology. It really is looking at health care technology from a physicians point of view. This is realitively new position and is rare to have such an FTE on staff. However as technology continually evolves I can see the need for this role become necessary.
